Yes, a clamp meter can measure DC current—but only if the instrument is specifically designed with DC current measurement capability.

Why Is Zero Adjustment Important?
A DC clamp meter measures the magnetic field surrounding a conductor. Residual magnetism, nearby electrical equipment and the Earth’s magnetic field may cause the display to show a small reading even when no conductor is inside the clamp.
Zero adjustment compensates for this offset.
For better DC current measurements:
Keep the jaw closed before zeroing
Keep the meter away from live conductors during zeroing

Clamp Around One Conductor Only
A clamp meter must normally be placed around one conductor only.
If the positive and negative DC cables are clamped together, their magnetic fields oppose one another. The meter may display a value close to zero even though current is flowing through the circuit.
The same principle applies to an AC circuit. If both the live and neutral conductors are placed inside the jaw, their magnetic fields usually cancel each other.
For a correct measurement:
Clamp one DC positive or negative cable
Clamp one AC live or neutral conductor
Do not clamp the complete multicore cable unless the individual conductor is separated
